strtod, strtold: Use the locale's decimal point. * lib/strtod.c: Include <locale.h>, <stdio.h>, <langinfo.h>. (decimal_point_char): New function, copied from lib/vasnprintf.c. (parse_number): Add a radixchar argument. Use it instead of '.'.
