(QueryFullProcessImageNameFuncType): New type.
(QueryFullProcessImageNameFunc): New variable.
(initialized): New variable.
(initialize): New function.
(IsCygwinConsoleHandle): New function.
(isatty): Invoke it.
* doc/posix-functions/isatty.texi: Mention the issue.
