new rules for creating a tarball from Octave's hg sources
* hg-octave-dist.mk: New file.
* Makefile.in: Include hg-octave-dist.mk.
(ENV_PATH, ENV_PKG_CONFIG_PATH, ENV_LD_LIBRARY_PATH):
