__tiff_imread__: converted to private octave function
* libinterp/corefcn/__tiff__.cc: removed internal function __tiff_imread__.
* scripts/image/private/__tiff_imread__.m: added private function
__tiff_imread__.
* scripts/image/module.mk: added entry for the private function __tiff_imread__.
