fftw: Limit the default number of threads used by FFTW to 3.
* liboctave/numeric/oct-fftw.cc (fftw_planner::fftw_planner): Limit the default
number of threads used by FFTW to 3.
* libinterp/dldfcn/fftw.cc (Ffftw): Document new default number of threads used
by FFTW.
