uniquetol.m: Update to use more Octave conventions (bug #59850).
* uniquetol.m: Review documentation. Emit error if input A is not a floating
point array rather than just emitting a warning. Replace if/elseif/else tree
with one call to ifelse(). Capitalize variables in error messages. Verify
that input A is a 2-D array when "ByRows" is true. Add input validation
for "DataScale" input. For performance, avoid calculating data_scale variable
if it has been given explicitly. Make 3 BIST tests into xtests for behaviors
which are not Matlab-compatible. Add more BIST tests for input validation.
