update attribute macros now that we require C++17
* oct-conf-post-public.in.h (OCTAVE_DEPRECATED, OCTAVE_FALLTHROUGH,
OCTAVE_NORETURN, OCTAVE_UNUSED): Assume C++ standard attributes are
available to provide these macros.
