Add new functions startsWith and endsWith (bug #57041).
* scripts/strings: Add startsWith.m and endsWith.m.
* scripts/strings/module.mk: Add references to new files.
* doc/interpreter/strings.txi: Add docstrings to manual.
* NEWS: Add to list of new functions.
* scripts/help/__unimplemented__.m: Remove the two functions.
