Rewrite incorrect assert statement in colloc calculation (bug #53653)
* colloc.cc (jcobi, dfopr): Correct assert statement to be nt >= 1 to match
original Fortran.
* CollocWt.cc (Fcolloc): Add a few BIST tests.
