build: Remove references to undefined HAVE_UFSPARSE_*_H macros. * liboctave/util/oct-sparse.h, m4/acinclude.m4: Scanning for headers in a `ufsparse` folder has been removed in 73db3b4d2188. Remove references to the corresponding macros in the code base.
