maint: Update gnulib.
* bootstrap.conf (GNULIB_REVISION):
Update to 7a38f30f925db7d486460c18df41413f3c7ef74b.
* bootstrap, autogen.sh, autopull.sh, bootstrap-funclib.sh: Update with
./bootstrap --bootstrap-sync.
* build-aux/gnulib-bootstrap-git-fetch.diff: Refresh patch for new gnulib
version.
