don't store build time in source file (bug #45659)
* build-info.h, build-info.in.cc (octave_build_time): Delete function.
* toplev.cc (F__octave_config_info__): Remove build_time field from
struct.
* libinterp/module.mk (libinterp/build-info.cc): Don't substitute
build time.
