hide sys/time.h, sys/times.h, and sys/resource.h headers
* bootstrap.conf: Use gnulib getrusage module.
* liboctave/wrappers/time-wrappers.c,
liboctave/wrappers/time-wrappers.h: New files.
* liboctave/wrappers/module.mk: Update.
* oct-time.cc, oct-time.h (cpu_time, resource_usage):
New classes. Provide C++ interface to low-level cpu time and resource
usage wrapper functions.
* data.cc, getrusage.cc: Use new classes for cpu time and resource usage.
