Add new warning ID "Octave:unimplemented-matlab-functionality".

* NEWS: Announce change in Matlab compatibility section.

* warning_ids.m: Document new warning ID
"Octave:unimplemented-matlab-functionality".

* uicontrol.m: Validate "style" attribute and if it is "frame", throw a warning
about this feature not being implemented.
