bump version for first 7.1 release candidate
* configure.ac (AC_INIT): Set version to 7.0.90.
(OCTAVE_PATCH_VERSION): Now 90.
(OCTAVE_RELEASE_DATE): Set to 2022-01-05.
* CITATION: Update.
* etc/NEWS.7.md: Update.
