Use Bundler for consistent development environment with Jekyll.
* README.md: Update documentation for new development workflow
* Makefile: Remove custom tool version checks.
* _config.yml: Adapt to Bundler workflow.
* Gemfile: Document requirements for Bundler.
* Gemfile.lock: Document currently used tool versions for Bundler.
