store scale factor in float_display_format object
* pr-flt-fmt.h (float_display_format::m_scale): New data member.
(float_display_format::scale_factor): New function.
* pr-output.h, pr-output.cc: Store scale factor in format object.
Don't pass scale factor separately in function argument lists.
