doc: Improve documentation for Octave's save-related functions.
* load-save.cc (Fsave): Add seealso to save_precision.
* load-save.cc (Fsave_default_options): Recommend that readers check the
doctstring for save to see available options. Add seealso to
save_header_format_string and save_precision.
* load-save.cc (Fsave_header_format_string): Change "should" to "must" to make
it clear an initial '#' character is required. Re-wrap lines to 80 characters.
Add seealso to save_default_options.
