warning_ids.m: Remove unused warning ids (bug #58396). * warning_ids.m: Remove warning ids that are no longer used anywhere in core Octave. Add description for some of the listed warning ids. * error.cc (error_system::initialize_default_warning_state): Remove unused warning id "Octave:resize-on-range-error" from default warning state.
