octave: cross-compile gnulib time functions correctly (bug #51351)
* default-octave.mk: Define gl_cv_func_tzset_clobber=no to bypass faulty
configure test when cross-compiling.
* octave.mk: Likewise.
* stable-octave.mk: Likewise.
